It's johnny's dishonest trick of substituting one word for another (the word "blacks" for the word "slaves" which are not the same thing, even back then) in the middle of his dishonest arguments.

The North never wanted blacks to not be counted. johnfibs simply made it up. The North wanted SLAVES to not be counted for purposes of representation because in Congress because they had no say over their own lives, and the North didn't want to strengthen incentives to hold slaves. Free blacks in the North were always counted as whole persons, which puts the lie to johnforbes' daily serving of propaganda slop from his handlers' trough.
