There was a surge of drilling permits under Obama not Bush. The drilling for shale oil and fracking for natural gas has skyrocked over the past few years or so and has cratered pricing for WTI and natural gas.

Why do you think pricing for coal has cratered? Natural gas is so insanely cheap, that many power generation plants have switched from burning coal to natural gas. Coal miners have been getting obliterated...

Well maybe at $50 for WTI it may not be economical for oil and gas companies to conduct E&P on federal land because there may more reliable reservoirs of oil and gas on private land.
