1) Require Senators to filibuster when they filibuster. They must actually and actively engage in discussion of the topic under discussion. The filibuster rule of the Senate WAS intended to allow Senators to engage in discussion without being cut off for political purposes. So let them discuss. Do not let them obstruct. Also, do not allow Senators to individually put a courtesy hold on legislation. Restore democracy.

2) Recognize the that Haster Rule is unconstitutional and undermines democracy. The Speaker of the House must call for a vote when the House members want to vote. Put in a new rule, if 25% of House members vote to vote then they vote. Restore democracy.

3) Fix Congressional district boundaries and eliminate gerrymandering. Put the boundaries in the hands of a computer program.

b) State boundaries may not be crossed
d) Agreed upon (by a 3/4 majority) mountain ranges, major rivers and bays, and other impassable geographic features may be used as boundaries where crossing should be avoided
e) Same number of citizens in each congressional district within a state to within +-100 people.
f) Minimize the total length of congressional district boundaries. That is, build the most concentrated and cohesive districts possible.

Both Repubs and Dems long ago proposed a solution to fund critical parts of the govt and then debate the rest in the time before Oct 1st.

Both rejected it because they want the drama. Look at things today, and it is clear Obama and Reid WANT the govt slowdown because they think it'll be good for them next Nov.

The solution is very easy, it's been in operation for over 200 years, the House and Senate select a handful of members from each chamber who are appointed to serve on a conference committee that attempts to work out a compromise. The end product of the meetings is a conference report containing a compromise bill and a section-by-section explanation of the agreed-upon compromise. Once both the House and Senate agree to the conference report, the measure is sent to the President for approval (or veto).

The problem is the Senate has refused to go through this process, they are saying here are the President's demands pass it! The President is saying there will be no compromise and if the House and Senate does compromise on what he demands he will veto it.

Senator Cruz refused to let a conference committee resolve the current conflict. Conference committees can not resolve every conflict. In this case and in the cases of at least the past 4 years it's hard to resolve conflict when one side, teabaggers, are bat shit crazy and out to destroy the government and it's people.

Obama and Reid believe that, with CNN and NBC helping them, they can "win" (as a White House staffer said the other day).

Boehner had a streak of genius today. The House unanimously agreed Saturday to provide back pay for hundreds of thousands of furloughed federal workers, but they showed no sign of ending the impasse that has forced much of the government to shut down. Federal workers are among Obama's biggest supporters now whether to pay them or not has been tossed in Obama's lap. :lol:

Reid reacted by saying furloughed workers would be on paid vacation pissing off thousand of federal workers who consider their not getting paid needed money anything but a paid vacation. Talking about putting foot in mouth.

"It's really cruel to tell workers they'll receive back pay once the government opens and then refuse to open the government," Reid said on the Senate floor, suggesting that House Republicans have authorized a "paid vacation" for furloughed workers.

The continuing resolution is a bill to allocate capital to government agencies for day to day operations. Not to force "negotiations" on select legislation.
