1) Require Senators to filibuster when they filibuster. They must actually and actively engage in discussion of the topic under discussion. The filibuster rule of the Senate WAS intended to allow Senators to engage in discussion without being cut off for political purposes. So let them discuss. Do not let them obstruct. Also, do not allow Senators to individually put a courtesy hold on legislation. Restore democracy.
2) Recognize the that Haster Rule is unconstitutional and undermines democracy. The Speaker of the House must call for a vote when the House members want to vote. Put in a new rule, if 25% of House members vote to vote then they vote. Restore democracy.
3) Fix Congressional district boundaries and eliminate gerrymandering. Put the boundaries in the hands of a computer program.

a) The GPS location for the residence of every citizen of the United States. No political, racial, gender, religious, sexual preference, birth place or other information may be used. Just location of residence and population data.
b) State boundaries may not be crossed
d) Agreed upon (by a 3/4 majority) mountain ranges, major rivers and bays, and other impassable geographic features may be used as boundaries where crossing should be avoided
e) Same number of citizens in each congressional district within a state to within +-100 people.
f) Minimize the total length of congressional district boundaries. That is, build the most concentrated and cohesive districts possible.
