Obama is placing part of the blame on the California shooting on American citizens who noticed suspicious activities by Farook and his wife but are just now coming out and reporting the information. "We're learning that several people noticed recent activities by Mr. Farook and his wife that they felt were suspicious but for what ever reason never notified authorities. Flash back to last month. Remember the teacher who saw something and reported it? She lost her career and was publically chastised by Obama, followed by an investigated by the justice department's civil rights division and now she's being sued. Ahmed “The Clockster” Mohammed brought a suitcase with wires hooked up to a clock to class that looked like it was right out of a ISIS handbook for a bomb, the teacher fearing for children at the school, saw something she reported it. Her life was ruined by our own government. So now Obama blames America citizens in California for allowing the killing to happen because they didn't say something.

So we have a boy who previously bought the gag dynamite clock previously to the school and showed it to his buddies without incident. And his fellow classmates stood up for him claiming that the whole incident was blown out of proportion.
