We tell illegals, they have 6 months to either go back to their countries are to settle in California. We make California a sanctuary State. Those illegals who refuse to resettle to California are arrested, 100% of their assets are seized and used to fund the effort, they are then either returned to their countries or California. Any illegal that crosses into any other State illegally will again be strip of all possessions and money and returned to California with only the clothes on their backs. That would stop the spread of illegals and should make all the liberals in California happy that they get to actually help the illegals. With liberals and illegals being the majority in California the State should flourish, oh and no federal money to California.
