Obviously cheating.

In my high school, it was big news when 7 out of 100 students were National Merit Scholars.

Now, we are supposed to believe ALL the students, in a poor district, aced the test?

Come on...

It isn't "obviously cheating" johnny. It can happen.

Oprah Winfrey started a school in South Africa where they scour the country for poor children with potential and give them a free education, housing, and clothing. The school graduated its first class and 100% of that first class went on to major colleges and universities around the world. And all those children came from far worse circumstances than the Bronx.

100% graduation and 100% entering first rate colleges. Compare that to any high school you like in the United States. And those children came from nothing.

So while such results may be incredibly rare, they aren't impossible.
When you have an entire class of motivated students, miracles can happen.
