Steele was fired as a source/consultant for the FBI due to unreliability.

He shopped the fake dossier around, and finally Mother Jones (to the Left of Marx) and Buzzfeed had interest.

The FBI had the dossier checked apparently, but found it had only "minimal" accuracy.

Then it was used over and over -- and yes, over the 3rd time and again the 4th time last April or May -- as the main basis for the FISA warrant to wiretap the Trump campaign/transition/presidency.
