This was a dumb bill for Schumer to propose and dumb for anybody who signed it.

So it requires no proficiency in English, no skill, and if a person claimed to have worked 2 years out of the last 5 that would make up for a person not even finishing high school.

Of course, as stated, the bill was Schumer's idea and also pushed by Ted Kennedy.

Ted's 1965 immigration bill began the ruin of America by explicitly importing people from failed nations.

America became a success because it brought in immigrants from largely western and successful nations.
