For Schmidt, the take-home was clear: “We need to get our act together, as a country…This is the moment when the [U.S.] government collectively, and private industry, needs to say, ‘these technologies are important.’”
But, he said, the Trump administration isn’t doing that. In fact, several moves are putting the U.S. at a disadvantage.
For example, Trump’s 2018 budget request slashes funds for basic science and research by $4.3 billion, roughly 13 percent compared to 2016. (Trump’s military budget does increase money for basic science and research in the Pentagon, but only by $117 million.) While there’s lots of private and corporate money going into AI research, those funds don’t guarantee advantage on a national level.
“It feels, as an American, that we are fighting this conflict with one hand behind our back. What I would rather do is not adopt the Chinese policies, but…fund basic research. The Trump budget does reduce that. It’s the wrong direction,” Schmidt said.

That's the assessment of the American Society of Civil Engineers, which released its 2017 "infrastructure report card" Thursday, giving the nation's overall infrastructure a grade of D+.
The report came a day after President Donald Trump held a high-profile meeting with a group of executives to discuss his campaign pledge to invest a trillion dollars to upgrade the nation's critical infrastructure, such as highways, bridges, airports and dams.
Details of any spending plan have yet to be released, and it remains to be seen how the Trump administration will pay for the proposed spending.
His spending target, moreover, represents less than a quarter of what's needed to bring the condition of U.S. infrastructure up to a level that would earn it a B grade, according to ASCE estimates.
The United States' roads, bridges, and levees are in need of massive restoration.
The American Society of Civil Engineers (ASCE) said the US will need to invest $4.59 trillion by 2025 to improve the nation's infrastructure in its Infrastructure Report Card, an assessment of the nation's infrastructure that comes out every 4 years. The ASCE gave the US' infrastructure an overall grade of D+, the same score it received in 2013.
The ASCE said the government and private sector will need to increase its investment in the nation's infrastructure from 2.5% to 3.5% of GDP by 2025 to raise its overall infrastructure score.
If the government continues on the same trajectory it is currently, it will result in $3.9 trillion in losses to the GDP and 2.5 million jobs lost, the report said.
The ASCE evaluates 16 different infrastructure categories to get its final grade. This year's scores were as follows:
