Yep Obama obligated billions to the insurance companies without it appropriately going through Congress. All Trump has done is stop the illegal payments and told Congress, it's up to you if you want to pass a bill authorizing the billions in payments to the insurance companies. Congress is horrified that they now have to make a decision on Obamacare spending under the scrutiny of voters.
