In that event, they would want to turn the server over to the forensic experts at the FBI, right?

If there was a crime, they would want it solved?

The way it was handled would make any reasonable person think they were never hacked, or that if so it was not the Russians and they are keeping the server in order to keep flogging the dead horse of Russia.

You want it solved by your own IT guys and prevented in the future.
WHO hacked you is almost a moot point in this case. Your own IT guys should be able to trace the hacker.

Since there is no legal recourse against Russia, what difference would it make to the DNC to have the law involved?
All the FBI has to offer the DNC is resources. That only matters to people without them. That only matters to people whose money is more valuable than their privacy.
The DNC could hire anyone they want to look into it and secure their system while maintaining their privacy.
