The word "vet" is not appropriate for that, but of course major legislation has prospective cost assessed.

Hopefully, the Repubs will not lie as Obama did in saying Obamacare would be deficit-neutral and reduce costs $2500 for the typical family.

(It raised costs by 4k.)
