As we all know, Congress merely appropriates funds.
The President and his staff negotiate the deal and sign the deal with the President's authorization.
In other words, if Obama didn't say so, it wouldn't happen.
It's called "making a deal." It's unlike what Trump does, where he finds some done deal in the news and then takes credit for someone else's work.
