Prior to Obamacare the Obama Administration counted all residences of the United States including illegals and workers here on VISAs when calculating the number of people without healthcare insurance. Since Obamacare was put in place, the Administration now only counts United State "citizens". He then uses those numbers to show low information voters his law worked.

It was long apparent that estimates of uninsured had to include the 12 million illegal immigrants.
