The publisher paid Hillary an advance that is 3 times of what total sales are expected to be. Why would a publisher do that?

Here is a synopsis of the book: she traveled to 112 countries, she worked hard, oh and she traveled to a lot of countries and worked hard. Relations with Russia, China, Iraq, Iran, Libya, Egypt, Pakistan, Afghanistan, Israel.....112 countries are worse now than before she was Secretary of State, but she feels that was Republicans fault, relations would be even worse if she hadn't travelled to 112 countries and worked hard. Oh and she did travel over one million miles! Benghazi was the fog of war but she feels she did the right things, the things that went wrong were other people's fault and lack of funding from Republicans. Her only regret on Benghazi is that she didn't do more to try and get Republicans to act, which would have prevented the attack. She pointed out that both her and husband devoted their whole life to serving the country to the point they were flat broke when their public service ended. She said money has never been important to them, they are all about helping others, they were just public servants giving their all. No mention of Monica in her book or cigars.
