VA expects to have more medical-care funding than it can spend for the fifth year in a row.

Public agencies are more concerned with building their empires than providing a service, government healthcare and public schools are prime examples. The VA needs to be disbanded and turned over to responsibly civilian leadership.

Bureacratic bloat is indeed part of the problem.

The secret wait lists were apparently so senior execs could get their bonus money.
