Clinton never tried to take out Bin Laden. The Sudanese approached Clinton and asked for aid in doing away with terrorism in their country, in return they provided detail intel on Bin Laden and his terrorist group which at that time included the names and locations of those that flew the planes on 9/11. Clinton ignored the information, instead preferred to concentrate on Saddam.

Bush ignored Clarke, also preferring to go after Saddam because what Clarke was telling him about Bin Laden sounded unbelievable and the intel he was getting from the CIA did not point to Bin Laden....in the end making both Clinton and Bush idiots.
