At that point, Dems should have stopped, sought bipartisan consensus, and worked with others to improve national health care.

So here we are, and Obamacare never got popular assent.

Reid has failed to submit a budget for years, Obama doesn't want a budget because it would restrict him therefore we don't have one, that's the reason we're in this mess. The House would be derelict to hand out blank check books which is what Obama is demanding.
