The chairman of the Joint Chiefs of Staff, the president’s top military adviser, told the Senate on Tuesday that U.S. plans for attacks on Syria were made more difficult by White House *** to the press and the president’s delay in ordering the strikes.

Obama said Saturday that he was told by his military advisers that any attack could be delayed without undermining the mission and thus he decided to seek congressional approval before an attack.

Dempsey said “for interest of clarity here, what I actually said to the president is the following: The military resources we have in place can remain in place, and when you ask us to strike, we will make those strikes effective.”

Basically, from your own posted quotation, he didn't say that at all.
Yes he did. Obama said that he was told by his military advisers that any attack could be delayed without undermining the mission. Dempsey said the president’s delay in ordering the strikes made it more difficult.

When asked if he told Obama the delay wouldn't under mine the mission he didn't say yes, he said, “for interest of clarity here, what I actually said to the president is the following: The military resources we have in place can remain in place, and when you ask us to strike, we will make those strikes effective.”

Dempsey didn't support what Obama said, he made it clear what Obama said wasn't true...without coming right out and calling his commander a liar.

It gets worse for Obama. His top General admits he doesn't know what Obama is seeking to accomplish by attacking Syria.
Chairman of the Joint Chiefs of Staff Gen. Martin Dempsey couldn’t answer what the U.S. was seeking in Syria Tuesday during questioning from Sen. Bob Corker (R., Tenn.) about a resolution authorizing military action there:

DEMPSEY: The answer to whether I support additional support for the moderate opposition is yes.

CORKER: And this authorization will support those activities in addition to responding to the weapons of mass destruction.

DEMPSEY: I don’t know how the resolution will evolve, but I support –

CORKER: What you’re seeking. What is it you’re seeking?

DEMPSEY: I can’t answer that, what we’re seeking

RealJustme, simply repeating what you first said does not make it more true somehow.

While we all know that you are functionally illiterate, I would think you would avail yourself of the internet if you can't bother to use a dictionary.

To "undermine" something, one must "erode the base or foundation" or "damage or weaken" it.
Politics is a game of hair splitting.
If General Dempsey had told Obama that a delay would make currently "effective" strikes "ineffective", then Obama would have been lying.
Since Dempsey admitted he told Obama that the strikes would still be "effective" even if delayed, then Obama didn't "damage or weaken" the possible strikes by delaying them.
Thus he didn't "undermine" the mission.

"Obama said that he was told by his military advisers that any attack could be delayed without undermining the mission. Dempsey said the president’s delay in ordering the strikes made it more difficult. "

Obama never said that a delay wouldn't make the job more difficult, but that's the reality of politics.
You insist Obama get Congressional approval, well that causes a delay. Don't blame Obama for your delay.
If he didn't delay, you would call him a dictator.
He does what you demand and you call him a liar.

But whatever your partisan bullshit, Obama didn't "undermine" the mission by seeking Congressional approval because the General admitted the strikes would still be "effective".

Oooops, now Obama's own hand selected stooge explains that Obama is wrong when he said he's not proposing war. :o
Secretary of Defense Chuck Hagel acknowledged that war is exactly what Obama is proposing. "We understand that a country faces few decisions as grave as using military force. We are not unaware of the costs and ravages of war."

Ooooops, the General throws Obama under the bus against today!
Obama claimed the delay will help our military “In fact, we’re not losing anything by waiting, and I personally believe there are advantages,”

Asked by Sen. Ben Cardin, D-Md., about Obama statement and if the delay had made it "more difficult" to carry out the mission, Dempsey responded, "Yes, senator. It has."

Obama claimed the delay will help our military “In fact, we’re not losing anything by waiting, and I personally believe there are advantages,”
Obama- Delays has Advantages and we don't lose anything
General - Delays makes it more difficult on our military

Only in a liberal's mind would you think they both agree on whether delays are good or bad.
