House GOP To Vote On 20-Week Abortion Ban After Quietly Adding Exemptions For Rape And Incest

House Republicans have scheduled a vote Tuesday on legislation that would outlaw abortion after 20 weeks of pregnancy, but not before quietly carving out exemptions for cases of rape and incest (which had been defeated in committee) and sidelining the bill’s sponsor.

The legislation is likely to pass the GOP-led House and die in the Democratic-led Senate. It’s largely a messaging device to energize social conservatives whom Republicans rely on in elections. But Democrats are equally eager to cite the vote as another example of a Republican “war on women” and chip away at the party’s standing with female voters.

The bill cleared the Judiciary Committee last week by a party line vote of 20-12, after Republicans defeated a Democratic amendment to create exemptions for rape and incest. (The bill contained an exemption for when the mother’s life was at stake.) The sponsor, Rep. Trent Franks (R-AZ), created a headache for the GOP by arguing during the markup that incidence of pregnancy from rape was “very low” — comments that he walked back hours later.

But late last week, Republican leaders quietly added language to the bill exempting the 20-week abortion ban if “the pregnancy is the result of rape, or the result of incest against a minor.” The exemption would only apply if the rape or incest were reported to law enforcement or a legally authorized government agency prior to the abortion.

“Jobs continues to be our No. 1 concern,” House Speaker John Boehner (R-OH) told reporters last Thursday. “And while we continue to be focused on this, there are other important issues that we have to deal with. And after the Kermit Gosnell case and the publicity that it received, I think the [abortion] legislation is appropriate and I hope that those who have voted against such proposals in the past will change their mind.”

Republicans sidelined Franks, an outspoken abortion foe, and instead tapped veteran Rep. Marsha Blackburn (R-TN) to manage the legislation on the floor. The moves show sensitivity to criticism that the party’s ongoing anti-abortion efforts reflect hostility toward women.

Last year, a similar House bill written by Franks applied only in the District of Columbia. This year’s version applies to the entire country.

The legislation poses a direct challenge to Supreme Court jurisprudence, which holds that states may not outlaw abortions if they occur before 24 weeks of pregnancy. Many cite the murders of babies born alive by convicted late-term abortion doctor Kermit Gosnell as justification for the legislation.

Meanwhile, reproductive rights advocates are gearing up for battle.

“Republican men think they can hand this bill off to a woman legislator to soften the blow — and frankly, that’s insulting,” said Marcy Stech, a spokeswoman for the pro-choice group EMILY’s List. “But as we’ve seen recently, rebranding won’t work when the GOP holds onto the same backwards policies and loose-lipped leaders. No matter the messenger, women voters will continue to see this ban for exactly what it is — an extreme bill designed to threaten the rights and safety of women across the nation.”

There is an exception for the health and safety of the mother. And an exception for cases of rape and incest. There is nothing extreme there. And it is not about the rights of a woman. It's about protecting the life of another human being from murderous monsters such as yourself.

Proving yet again that rational thought has vacated the college classrooms of America, an associate professor at the University of Pennsylvania recently said that those who oppose late term abortions do so in support of white supremacy.

During an appearance on MSNBC’s “Melissa Harris-Perry” show, Salamishah Tillet was talking about efforts to ban abortions after 20-weeks when she pointed to changing racial demographics in the country that show the majority of children under the age of five are ethnic minorities.

“I think that there’s a kind-of moral panic, a fear of the end of whiteness that we’ve been seeing for a long time, and Obama’s ascension as president symbolizes that to a certain degree,” Tillet said.

She then added:

“I think this is one response to that sense that there’s a decreasing white majority in the country, and that women’s bodies – and white women’s bodies in particular – are obviously a crucial way of reproducing whiteness: white supremacy, white privilege.”

In effect, Tillet is saying that Republicans support limits on abortions so white women will keep having babies to maintain a racial majority. Never mind that Planned Parenthood — the leading provider of abortions — targets minority neighborhoods and that statistics show disproportionately more African-American women having abortions, compared to white women.

That just doesn't pass the stink test. The Department of Health & Human Services reports that 85% of abortions are by minorities, with the vast majority being single black women. So why would white supremacists want the abortions to stop?

I'm not sure if I agree with an exception for 20 weeks just because of rape/incest, since that's really not for the medical health of the mother, I can understand the reason to allow an abortion when a woman is raped and don't completely disagree with it. I absolutely disagree with abortion as a means of birth control.

I think the GOP did the right thing for the vast majority - and, I see no reason, other than those mentioned, to have an abortion after 20 weeks.
