The criminal charges and penalties do not kick in until after "3 or more passports" are falsely made, issued, or transferred, etcetera.

This Bill is written as a path to citizenship for illegals, almost every single illegal is using false documents including SSN's and some forged passports, the way this Bill is written is they are given a pass unless they are caught with more than two forged passports. If they were forced to charge an illegal with using one forged document, 90% of illegals would not be able to get citizenship. That's why this "pass" is written into the immigration Bill.

The truth hurts doesn't it clown? Blacks in our society are the bottom feeders, more so than any other race they live off of scraps tossed to them by the Government. This social engineering is by design, many blacks have tossed off their chains which scares most black leaders because those who have tossed of their chains speak out and don't do flips on demand for the scraps. This is about traffickers in documents. Thus the count requirement to help identify traffickers rather than simple possessors of illegal documents. A very typical distinction in the law.

Millions of citizens have been the victim of identify fraud, most illegals feel it's their right to use your identify to stay here illegally, take out loans and commit other frauds using your SSN# and other information. They will empty your bank accounts and retirement savings if they can get to them, it's their right as they see it. Absolutely no action is being taken against illegals when caught in identify cases, Holder stopped investigations and prosecutions on those cases two months after he took office.
