AP-White House Press Secretary Jay Carney ruffled at a question by ABC's Jake Tapper about why recently released spending reports show an increase in White House despite cancelling tours. Carney explained that those who normally did the tours and those who provided the security are Government employees who are still being paid but have been assigned other responsibilities. When pressed to explain the 20% increase in White House spending over last year, Carney explained 2013 has been a very busy year for the President and several special events were scheduled that cost money, he went on to explain the events are very costly but the money spent was well invested for our future. When Tapper said he had been told by a senior White House insider Michelle had ordered the tours cancelled since they disturbed her and her guests, Carny explained the statement was insulting and ended the press conference.
