Obama has neutered our nuclear and nuclear defense capabilities over his 5 years in office. The first month in office Obama held talks with Russia and agreed to destroy 60% of our nukes and stop the nuke defense networks being constructed that Bush had authorized. Obama explained to the American people building the nuke defense network wasn't necessary Russia was destroying their nukes as were destroying ours.
As it turns over the last 5 years Russia has constructed the best nuke defense network in the world and have actually expanded their nuclear capabilities. Now that we are weaker and they are stronger Russia for the first time in 20 years has put nukes back into their subs and sending them out within striking distance of the United States.
