Tsarnaev. The 19-year-old was on the run after escaping a shootout with police during which his brother, Tamerlan, 26, was killed while reportedly wearing explosives. The duo allegedly killed an MIT police officer, held up a 7-11, and then carjacked a Mercedes-Benz before police caught up to them

Helping in case of flood or other natural disaster, Help with civil unrest.. Not to spy on American of search houses door to door which is what they were doing.. Using helicoptors to track people but I guess the rules have changed..

Did you notice the FLIR pod on the bottom of the chopper?

They were providing assistance, as they are permitted - and they didn't do anything against the rules.
