Money paid out as "Consultation" fees and on "Studies". Every public agency and every city does it. While in office politicians hand out money to high price "Consultants" when they leave off become high priced "Consultants". Al Gore made over 43 million last year in "Consultant fees", hell even Chelsea Clinton made 7 million in consulting fees last year sharing her worldly knowledge, 3 million of that came from public funds.
Of the billions spent on these "fees" almost every consultation or study fee paid out by a public agency goes to former politians, family members of friends.
So what happens with the results of these consultants and studies...most are delivered in the form of a speech or private meetings for which the public agency is once again charged some outragous amount. All parties agree, the consultations prove that more consultations and studies are needed as more checks are written.
So the next time your city or a public agency in your area spends money on consultation fees, remember Consultants and studies are how cities grant favors to friends and scratch each other's backs. Consult: comes from the root words CON and INSULT.
