I agree this guy's aggression should have been addressed, all his neighbors lived in fear but the police claim their hands were tied, his privacy was more important than the communties' safety.

Concerning the bus driver, some reports indicate he was shot as soon as he opened the bus' door, in that case he didn't even see it coming. The bus driver and the shooter have a past together, it'll all come out once the situation is over. Until that little boy is safe the police have to keep a lid on everything they know, the shooter has a tevevision in the bunker and police fear media *** could set him off.

And it seems, like in the case of most mass shootings, the police and court system failed the public - there were enough previous encounters with the police for them to have notified the proper chain to get him black listed on the NICS system as well as possibly have him investigated as a menace, but, again, the police didn't do their job.
