Then file criminal charges against of them for aiding and abetting the murder of the 4 Americans killed then providing false and misleading information concerning the murders. Rice and Holder may escape a portion of the charges since they only joined the criminal act by trying to cover it up, but Panetta, Hillary and Petraeus knew about the threats, they knew about their cries for help, failed to act and then lied to conceal their knowledge, per se derliction of duty resulting in deaths.

As President Obama is protected from criminal prosecution for his actions as President therefore can' t be charged.
