They went so far as to hug each other and breathed right next to each other's faces.

This is Trump's spoken policy. He has said people can wear masks if they want, but he wouldn't force them to. His policy is that individual staffers make the choice for themselves instead of having a coherent, consistent, best practices policy in the White House.
