Horowitz testified that there were 17 proven instances of where the courts were knowingly given false or misleading information to continue listening in on Trump's people. Horowitz said he had never seen such egregious misconduct and especially concerning to him, was that it involved the whole hand selected team who were all very senior FBI Agent and DOJ personnel. He also pointed out that it went beyond incompetence since in every case, the mistakes were against Trump, they made none that were in his favor.

When Horowitz was asked if he felt there was political bias in their actions, he said he couldn't identify what their motivation was and that he has referred that over to the DOJ to determine what their motivations was through criminal investigations.

Not once did he say he had ruled out political motivation for the actions, he just said he didn't find any documents that said those actions were to get Trump. He was smart not to prejudice Durham's criminal investigation into the motivation by offering an opinion on it. He also knows the DOJ will prove it was was totally politically motivated, Horowitz was not defending that team, he slammed them hard, he said the mistakes were from top to bottom.
