Of course it doesn't, johnny. "all who enter" are not part of the tribal community. That would be like saying China does not share its revenues with all who enter China. Well, duhhhh.
The casino does, of course, share the profits with all tribal members (citizens) who enter. It does so in the normal course of governing the community.

Of course it isn't socialism, johnny. Non-Indian casinos are not owned and operated by the government and are thus capitalist endeavors.
But most Indian casinos are tribal government owned and operated. Thus they are socialist endeavors by simple definition. I already explained to you that making a profit is not limited to nor definitive of capitalism. What differs is what you do with the profit; whether it benefits just the few owners or the entire community served by the government.
I am not an economist either, but I CAN read a dictionary or an economics text. Try it sometime.
There is no charge for this basic lesson in economics that all your wasted schooling failed to endow.
