Nadler who is the chair of the U.S. House Committee on the Judiciary received the House Democrats' demand for a subpoena on 4/2 but has declined to issue the subpoena. That's because he knows the subpoena would be laughed at by DOJ and thrown right back him since the DOJ would be breaking the law if they followed it. As Rudy said, you can't force someone to break the law by issuing a subpoena.
