She says her first priority is to stop white police officer from killing black children and to make sure a zip code doesn't determine the crime rate.

So she's going to tie the hands of the police, punish those who do their jobs and balance out the crime rate across the city so it's equal to that in the getto. Only way to do that since she's stopping policing, spread the crime to the low crime areas so getto is no longer considered the highest crime area in the city.
