Canada announced they are running out of housing for immigrants, the mass majority coming their illegally. In order to insure they have the needed housing they are slashing the number of legal immigrants they are accepting until the crisis is over. They have no plans to deport those coming there through other methods (illegals).

So those who have applied legally, waited years, paid their fees and did what they were supposed to do are being denied entry...unless they sneak in.
