Comey's notes were addressed to others at the FBI.

These were federal work products, and they do NOT belong to the individual but to the federal government who was paying his salary at that time.

These were public property.

He leaked, and he lied.

Not only that, they pertain to a classified briefing he provided during a private meeting with the President. For him to say the memos about that private meeting aren't related to his job, is pretty stupid.
