The black head of county schools started the PROMISE program whereby schools did NOT call the cops on kids who were out of line.

Holder and Obama's Sec of Educ Arne Duncan loved the PROMISE idea.

Schools were supposed to handle matters internally, with no cops, and thus create no record to hurt a kid in his future education or career.

Thus, Cruz did NOT have enough of a police record to prevent him from buying guns.

Just as San Francisco is in the process of reversing tens of thousands of convictions to erase the criminal records of those who might be effected by having the felonies on their records. They just gave those criminals the ability to buy weapons.
