On her Fox News show this week, Megyn Kelly drew viewer attention to possible voter fraud in Colorado over a law that she said “literally allows residents to print ballots from their home computers, then encourages them to turn ballots over to collectors.” This earned her a stern rebuke from one Colorado news anchor and Rachel Maddow.

First, 9News anchor Kyle Clark drew attention to Kelly’s remarks and said, “We normally reserve our truth test for political ads, but that claim is misleading.” (NO SHE'S LYING) He explained that the only voters allowed to print out and turn in ballots that way are military and overseas voters. No other Coloradans will be allowed to vote that way.

And then, Friday night, Maddow took a turn going after Kelly, bringing the issues with Kelly’s reporting into the national spotlight. Maddow mocked how seriously Kelly was reporting on this revelation “that they made up.” She explained that other states have similar laws about at-home ballots for service members, but “Fox has now decided that in the state of Colorado, that’s terrifying, even if it doesn’t terrify them anywhere else in the country.”

Joan Stevens was one of several early voters at the polls on Monday. But when Stevens tried to cast her ballot for president, she noticed a problem. Upon selecting “Mitt Romney” on the electronic touch screen, Barack Obama’s name lit up. It took Stevens three tries before her selection was accurately recorded.”

According to CBS Chicago, voting machines are at it again, and this time the issue happened to the candidate running in the race that the votes were being recorded for. When James Moynihan went to vote last week, he was shocked to find, he voted for the other guy running. Reports suggest that “vote flipping” has affected at least five people in one county.

“Vote flipping” is the phrase given when a vote flips from one candidate or party selected to the other. In these cases, the Republican option flipped to the Democratic one. The cause of the issue of Republican votes turning blue is said to be a “calibration issue,” but Illinois is not the only state experiencing these early voting issues. According to WBALTV, complaints of “vote flipping” is plaguing several counties in Maryland.

Nine counties, including Anne Arundel, Montgomery, Frederick, Howard, Queen Anne’s and Baltimore counties have reported the potential fraud. Maryland election officials say they are looking into the “vote flipping” allegations.

Brad Blog - 100% unverifiable touch-screen voting systems reportedly began flipping votes from Democratic to Republican in Texas, and from Republican to Democratic in Illinois, and then from "NO" to "YES" on an anti-choice measure in Tennessee. Now it's reportedly happening in Maryland. Again.

.... Whether these systems fail (as they often do), whether they are hacked (as they easily are), or whether they work accurately, voters can never know one way or another --- and that is the core problem with them.

Nonetheless, these machines are still in use across the country in 2014. One of the very first states to foist them on voters back in 2002 was Maryland, when they installed 100% unverifiable Diebold touch-screen voting systems across the entire state.

... The Baltimore Sun reported that the state GOP in Maryland is "calling on the state Board of Elections to investigate reports that voting machines are switching ballots cast for GOP candidates to their Democratic rivals"...

Marsha Epstein of Pikesville said she ran into the problem when she went to vote at the Reisterstown Senior Center's Hannah More campus. She said she tried to vote for Republican Larry Hogan for governor but the machine recorded a vote for Democrat Anthony G. Brown.

...Back in 2007 The BRAD BLOG obtained and then released the "Risk Assessment Report" of Diebold's electronic voting systems, as commissioned by the state of Maryland from the Scientific Applications International Corporation (in 2003).

The long-sought report was described as "The Pentagon Papers of Electronic Voting" by some in the computer science and security community at the time, as it documented all manner of vulnerabilities in the touch-screen systems and Diebold tabulators. It was even withheld from state lawmakers for years, until we released it, and it contained redactions made by unknown sources who appeared to be either tied to Diebold itself or otherwise very close to the company and interested in downplaying what SAIC documented as enormous vulnerabilities.

Epstein said she pointed out the problem to an election judge, who told her to try again.
"I had to do it three times to keep it on Hogan," Epstein said. She said she had no problems voting in the other races on the ballot. Voters from Howard and Harford counties called The Baltimore Sun to report similar problems.

William Childers of Havre de Grace said something similar happened to him when he cast his ballot Sunday at the Higher Education and Technology Center in Aberdeen. He said his vote for Hogan registered without a problem but when he tried to vote to re-elect Republican Rep. Andy Harris, that line lit up temporarily but then switched to Democratic challenger Bill Tilghman.
...Joe Cluster, executive director of the state Republican Party, said he believes he knows the reason the vote-switching reports are only coming from Republicans. He said it's not a matter of fraud, but of ballot position. The Democrat in each race is listed above the Republican, he noted. His theory is the when the mistake crops up, it's more likely to penalize the bottom candidate.

That theory has been offered over the years. The top candidate is the "default", and if the selection is not made perfectly by the voter, or the screen is out of calibration, the selection may return to the default position. This year, though historically there have been far more reports of Democratic votes flipping to Republicans across the country over the years, apparently, its Democrats in that "default" position in Maryland.

Hagel, who had been touted as a possible Senate candidate in 1993, was again on the list of likely GOP contenders heading into the 1996 contest. In January of 1995, while still chairman of ES&S, Hagel told the Omaha World-Herald that he would likely make a decision by mid-March of 1995. On March 15, according to a letter provided by Hagel's Senate staff, he resigned from the AIS board, noting that he intended to announce his candidacy. A few days later, he did just that.

A little less than eight months after steppind down as director of AIS, Hagel surprised national pundits and defied early polls by defeating Benjamin Nelson, the state's popular former governor. It was Hagel's first try for public office. Nebraska elections officials told The Hill that machines made by AIS probably tallied 85 percent of the votes cast in the 1996 vote, although Nelson never drew attention to the connection. Hagel won again in 2002, by a far healthier margin. That vote is still angrily disputed by Hagel's Democratic opponent, Charlie Matulka, who did try to make Hagel's ties to ES&S an issue in the race and who asked that state elections officials conduct a hand recount of the vote. That request was rebuffed, because Hagel's margin of victory was so large.

As might be expected, Hagel has been generously supported by his investment partners at McCarthy & Co. -- since he first ran, Hagel has received about $15,000 in campaign contributions from McCarthy & Co. executives. And Hagel still owns more than $1 million in stock in McCarthy & Co., which still owns a quarter of ES&S.
