Can an executive order be used to alter the 14th in terms of birthright citizenship? No, but it might get the case to the Supreme Court.
Democrats want the maximum number of illegal aliens in America in the hope they will vote Democrat. Which is why Democrats want no voter ID.
The 14th says born here and subject to jurisdiction, but in the era of the 14th that meant the country of origin. So an illegal alien from Mexico would be subject to the jurisdiction (sovereignty) of Mexico, and thus not an automatic citizen if born here.
Yes, the House and Senate could develop a clarification of the 14th, get Trump to sign it, and that might help, but it would be weaker than going through the long process of rewriting the 14th and trying to convey the complexity in this post to the citizens in all the states.
