gain of function

he 2014 moratorium on gain of function research had a footnote saying an exception was possible if research was needed to protect public health/national security.
NIH used a waiver to partly fund this at the Wuhan Institute via grants to Daszak at EcoHealth, and Collins and Fauci had to be aware.
Apparently Daszak dispersed about 7 million to Shi Zheng-li for coronavirus experiments involving taking the SARS1 virus and using spike protein from a bat virus.
Despite his own involvement, Daszak orchestrated the Lancet letter which was a success at keeping the Wuhan lab leak theory out of the media for a year.
Was this all hubris akin to Mary Shelley's tale, or an attempt to develop a super-virus in order to learn how to defeat it, or something else?
