If you thought it was based upon how much the children learned or percentage of those who graduate...you're wrong, it's not even considered. The number one factors are;
1- How much money the school receives per student
2- Teacher to student ratio (the more teachers per student the better)
3- Teacher salaries (the higher the better)
That's what happens when you have former teachers running the public school system...it's all about them and not the children or educating.
