Looking for comments on what might be a good HD video camera that is reasonably priced. Am looking to be able to submit videos of a decent quality. Any help would be appreciated.

The shooting environment makes a considerable difference. Go-pros are for hostile environments, and HD is not a complete specification for quality, it only refers to the imaging element. Zoom is probably a feature you want. The lens effects the image quality considerably, larger is generally better. Low light capability and image stabilization may be considerations. A better description of the shooting environment and they style would help
