I I'm not sure about that. I would be surprised if they spend that much time on moderating PMS. There are so many things that are ignored that would surprise me if messages were examined and the boards were totally ignored, as it is evident that they are.
I have even sent screenshots to people and still got no response.
I think what happens with the outbox, a message stays in the outbox until it is both received and opened and read. Then the delivery is complete.
If it's a short message someone can read the entire message without actually opening it.
You can also read it in your email and get the entire message without opening it. So, to the sender it appears as if it was never received.
However, if they have email notifications of private messages, then they got an email immediately when you sent it.
What probably happened, is the recipient read the email but since it is in email, they have not given feedback that acknowledged it and haven't gotten around to responding yet.
It is only when they log in, and open the message, that it registers as being received and read and leave your outbox and becomes a sent message.
