There are several reasons why EVERY AMERICAN wants only licensed drivers on the road, the same way we all want only licensed vehicles on the road.

One is that you want to be sure all drivers can demonstrate a minimum proficiency for the public safety.
You want to know that all drivers know the traffic laws and can safely operate a car or truck. And if they are driving commercial vehicles, we especially want to know that too. They can be far more dangerous.
If someone can't be licensed, they will drive without one, especially in a State like California. That's simply reality. No amount of self-righteous bullshit will change that.

Also, we all want all drivers to be insured, which they cannot be if they do not have a license.

It is not the State of California's job to control immigration. Whenever states try, the Federal Government stops them, under ANY party control.
What California can do is try to make the roads as safe as possible for all citizens.
