That was a $150 Billion dollar handshake for Iran gets a nuke deal. Iran held 4 Americans hostage, Obama not wanting to look bad for giving Iran the nuke deal paid $100 million per hostage and pretended the nuke deal was already paying off with Iran releasing the hostages. Kerry with a straight face told the American public no checks were cut for their release and that it was a sign of new cooperation with Iran as a result of the nuke deal. He pulled a Clinton with the wording.
