She also inquired whether the content of IRS instant messages were retained. Told no, she said "Perfect."

Why would an innocent person do either of these things?

Ah-ha. Forbes has jumped on the JustFreedManMe tactic of selectively editing, as in deleting relevant parts and once in a while adding in a word or two that changes the actual meaning.
