John-It looks pretty bad when the facts are laid out as you did. (I'm not saying your post is wrong, just that I think that it's time our "leaders" focused on what's wrong with this country As the old saying goes, "Lead, follow or get out of the way.")

I certainly respect cops and firemen for what they do, but California has very serious problems with overly generous retirement and disability pensions.
In California, a lot of fire/cop pensions are based on the last year or two or three of service, so people do a lot of OT to jack up those figures, then get very generous lifetime pensions.
This is one of the many reasons California towns are going broke.

I agree, overtime shouldn't be computed into pensions since it allows the system to be manipulated at our expense.
