The so-called Depts of "Education" and "Justice" have assured illegal immigrants that they can enroll their kids in taxpayer-funded public schools with no documents or fake documents, any age, any address.
In other words, if you are Hispanic, you can break the law when you choose.
And you have a new civil right -- the taxpayer has to pay for your illegal behavior.
Not even leftist Canada or Australia would behave so insanely with immigrants given their welfare states.
