The fact of the matter is that the IRS is going to check whether individuals have health insurance.
Nobody is yet sure what the precise quantity of extra IRS agents will be, but anybody with the slightest understanding of federal bureaucracy would realize that extra bodies and extra cost will be involved.
Sadly, the individual mandate remains unconstitutional. Roberts wrote most of the dissent. The mandate is NOT in the revenue part of the bill, and Obama repeatedly and angrily denied Obamacare was a tax.
The morning after the Sup Ct's absurd ruling, the White House reiterated that Obamacare was NOT a tax.

Pattern recognition software is used to flag returns for audits.
Only a lame brain would believe that 15,000 auditors are needed to verify a single line item in a return with hundreds of possible deductions...
