Why are most U.S. TSA screeners from other Countries?

Honestly why is that? last week I flew through 3 different airports and the vast majority of the screeners barely spoke English, especially at LaGuardia Airport, I thought I was in India. Does the TSA set aside jobs for aliens wanting to migrate to the United States?

Let's face it, the U.S. is in steep, rapid decline.
Obama and his ilk don't even want America to continue to be a great country.
