More than 80 percent of the govt is open, so "shutdown" is not accurate.

House put forward 4 bills to fund the whole govt, then argue further about Obamacare later.
Reid won't take those up because he knows that, if Obamacare were to appear alone in a bill, it would fail.
So it is Reid and Obama who are slowing down the govt.
Over 80 percent of the govt is open, so it isn't a "shutdown" but a slowdown.
