Well, for one, to be effective we would actually need SWAT teams.

Then for the SWAT teams to be effective they would need tr be at all schools, shopping malls, athletic fields, supermarkets, churches, parks, playgrounds, meeting halls, libraries, exercise clubs, restaurants, fast food restaurants, flea markets, convention halls, hotels, casinos, air[ports, bus terminals, train stations, subways stations, on every train, airplane, bus, highway toll booth, rest stop, gas stations, etc. well, everywhere. Then we would finally achieved the police state where no one can effectively use a weapon without being killed by the government.

One of the classic avenues to tyranny so effectively used in the past.

Also, so supremely expensive as an extremely high big government expenditure requiring extremely high taxes.

To be effective at protecting the masses in any location you only need to do a few things, almost all of them are no-cost or inexpensive:

1) Remove gun-free zones - they only create Victim Zones
2) Allow open/concealed carry by citizens that pass a reasonable proficiency test, in all areas
3) Allow trained workers (including teachers, administrators, etc...) to carry or have locked, a weapon.
4) Make it known that citizens will not be vilified or crucified for stopping crimes as long as they don't break the laws
5) Throw out any law making it illegal to defend yourself or someone else, with deadly force, if necessary

That right there would have prevented every one of the mass killings, at least the number of dead would be significantly smaller.

Since most places, businesses, like Malls and others, have guards or security people, they can carry now, if they pass their state test, and that means you have free (since it's no additional cost to the company) armed protection.

So, no Swat needed, just good citizens, as have been the way since the start of man, protecting others with the right tools for the job and not being vilified by liberals/democrats for doing what is human nature.
